BUDI Diesel: 400 Litres A Month, But How Many Owners Actually Need That Much?

Four hundred litres of subsidised diesel every month sounds like a generous allowance. But Malaysia's latest figures suggest most eligible recipients aren't using it all.

Fewer than 7% of eligible pickup and four-wheel-drive vehicle owners reportedly exhausted their full 400-litre BUDI Diesel allocation in September 2026.

According to figures disclosed by the Finance Ministry in a parliamentary reply, fewer than 8,000 recipients in the reported group reached the monthly ceiling.

That means more than 93% stayed below the limit. So, is 400 litres more than most motorists actually need?

THE STORY IN BRIEF

Less than 7% of the relevant eligible recipients used their full 400-litre quota in September.

The standard monthly allocation is 300 litres, with an additional 100 litres available to approved pickup and jeep owners.

However, staying below the limit doesn't necessarily mean motorists don't need subsidised diesel.

Most Eligible Owners Didn't Reach The Limit

As reported by The Star, the Finance Ministry's September figures show that only a small proportion of the relevant recipients used their entire 400-litre allocation.

The findings offer an early indication of how motorists are using the targeted diesel subsidy following adjustments to the monthly entitlement.

However, there's an important distinction.

Not exhausting a subsidised fuel quota doesn't necessarily mean someone doesn't need the subsidy.

It simply means their recorded consumption remained below the maximum allocation.

For motorists who rely on diesel-powered vehicles for work or daily travel, the subsidy can still make a meaningful difference to their expenses, even if they use considerably less than 400 litres.

How Does The 400-Litre BUDI Diesel Quota Work?

Under the revised arrangement, the standard monthly entitlement was increased to 300 litres beginning 1 September 2026. 

Eligible private pickup and jeep owners may receive an additional 100 litres, bringing their total monthly allocation to 400 litres, subject to the programme's requirements. The subsidised diesel price is RM2.10 per litre.

The adjustment was previously announced by the Finance Ministry. 

Importantly, the additional 100 litres is not automatically available to every diesel vehicle owner.

How Far Can 400 Litres Actually Take You?

To put the allowance into perspective, let's consider hypothetical diesel vehicles with different fuel consumption figures.

Note: These are illustrative calculations, not actual consumption figures for BUDI Diesel recipients.

Real-world consumption varies depending on the vehicle, traffic conditions, driving habits, terrain and whether it regularly carries heavy loads.

For someone driving around 50 km daily, monthly travel would amount to roughly 1,500 km. At 10 litres/100 km, that would require approximately 150 litres of diesel.

Someone covering 150 km daily, meanwhile, could consume around 450 litres over the same 30-day period at that fuel consumption rate.

PUTTING IT INTO PERSPECTIVE

At 10 litres/100 km, a 400-litre allowance could theoretically cover 4,000 km of driving. That's around 133 km per day over a 30-day month.

In other words, 400 litres could be more than enough for one driver but insufficient for another.

So, Is The 400-Litre Limit Too Generous?

Not necessarily. September's figures suggest the current ceiling accommodated the recorded consumption of most recipients in the group. However, they don't tell us how much diesel each recipient actually used below that limit.

There's a difference between someone consuming 100 litres and another using 390 litres. Both would appear in the group that didn't exhaust the allowance.

Likewise, the figures cover just one month. Longer-term data would be needed to establish whether the same pattern continues.

For now, the findings suggest that relatively few eligible recipients are reaching the maximum allocation.

THE BIGGER QUESTION

It's not simply how many motorists use all 400 litres, but whether the allowance continues to meet their needs without leaving heavier users behind.

And that's something future monthly figures should help clarify.
